With society still reeling from All Might's retirement, criminals have become more daring and the U.A. staff decides the students need some more experience. We start things off with a man with a scar running down his forehead, Jin Bubaigawara, looking out his window and smoking. As he watches people going about their normal lives, he suddenly begins arguing with a voice in his head; we've now seen the unmasked Twice. He says he watches people while smoking every day, then goes to listen to the news, where newscaster Daikaku Miyagi is talking about how the heroes will likely adjust society now that All Might is gone. Twice states he likes the man, only for his other voice to claim the opposite, and Miyagi goes on to say people are having trouble adjusting to Endeavor as the #1 hero. Due to his incredible temper and extreme methods, he has been polarizing with the people. With Miyagi saying he's also having trouble, Twice heads out for the day, still arguing with his other voice. Thinking about All Might's now missing presence, he notes that the hero's "I am here" declaration was both a beacon of hope for the masses and a call for villains to fear. With this call missing, villains have become emboldened, as in front of him a man suddenly rushes from a shop he just robbed. A hero quickly responds to the owner's call for help, only for another villain working with the first to bash him over the head. The two join up with more villains, revealing themselves as a gang, called the Reservoir Dogs, as they escape. Giran calls Twice to ask about Dabi, and the multi-personality villain struggles with his other voice about whether they know where the flame villain is. Recognizing that Twice is having a rough time, Giran says Dabi wants to meet soon and hangs up, leaving Twice to deal with his problem. We learn the League of Villains has split up for the time being to avoid police, and to gather new forces. Dabi finds some possible recruits but deems them unworthy and incinerates them, stating they should at least serve as his kindling. Back with Twice, the villain is able to get his problem under control by putting on his mask, stating that covering himself keeps his psyche in check. In the past, Twice overused his cloning quirk to create a force of servants for himself, but they revolted, giving him his scar and fighting over who the original is. The eventually took so much damage they dissolved, and though he was the only one left, Twice has been unsure if he's even the original ever since. Having decided he was a bad, psychotic person, Twice came to the conclusion he couldn't be a hero because they only save good people. Choosing to find people like him, he joined the League. Twice finds the Reservoir Dogs again, having been burned and then merged with their car, and a group in front of them. The leader, long-awaited villain Kai "Overhaul" Chisaki, expresses disgust that a group of adults with such powers would do something as small as rob a jewelry store. He states that they, like others, have a sickness, and need a cure. Because both heroes and villains are facing changes, Twice notes that it's important to know yourself. At U.A., Midoriya notices while working out that, despite using his right arm against Bakugou, it doesn't hurt. Even still, he decides he needs to continue focusing on his Shoot Style. Iida organizes everyone to walk to the sports ground, encountering Neito along the way, who mocks 1-A for having failing students when they passed entirely. While Todoroki apologizes and Kirishima says 1-B is turning it into an unnecessary competition, Pony Tsunotori from 1-B explains that Vlad told them the two classes would be having classes together. Neito tricks her into mocking them, and suddenly Shinso arrives, with Sero and Jiro taking notice of his improved physical appearance. Once at the sports ground, Nezu bores the students with an explanation of sleep and caring for your hair or fur, then explains the increasing threats appearing that contribute to a lack of sleep. He talks about the importance of internships for them, causing All Might to remember when Nezu hired him, at the time suggesting he could find a successor for "One For All" at U.A. The hero Hound Dog gets to worked up while speaking at the microphone, so Vlad returns to the mic and talks to the students about moderation, alluding to Midoriya and Bakugou's fight.
In the crowd, a blue-haired student taps a taller, blond student we previously saw during Nezu's suggestion to All Might about his quirk. She asks if he knows who the students that fought were, but he says nothing. The episode closes out with the students learning further what was meant about the internships, with more after Midoriya returns to class, and they are introduced to a group that will better prepare them. Ever since All Might's retirement, the show has hinted at coming dangers from villains becoming more daring, but it wasn't until this episode that we really saw this. With All Might out of the way, the villains have less to fear, and as the superheroes thought, a teamed force will be needed, because the current heroes are more accustomed to solo fighting, but the villains are forming gangs. As we saw with the Reservoir Dogs, a hero going out by himself faces the risk of a surprise attack. Going along with this is another aspect the show touched on before and is capitalizing on now: Endeavor's status as the #1 hero. Before, we saw him so enraged he destroyed his training room because he felt cheated from not earning the spot, and now that anger is causing further problems. It might not have been quite as seen in the past because he wasn't as in the spotlight as All Might, but now that the focus is on him, Endeavor's rage is truly a problem, causing people to be unsure how to feel about his presence. He's in a difficult position now, because before his rage came from feeling inferior to All Might, and while it's now because he didn't earn the spot, this isn't a feeling he can continue, especially with everyone's eyes on him. To inspire, he's going to have to make some changes, even if he's able to effectively take down villains. It was cool to see Twice the way we did this episode, as we don't normally see the day-to-day lives of villains, but here we get that and his background. While clearly one of the more unstable, Twice has a quite interesting problem that has messed up his life, and goes based on a pretty common idea. I feel like a lot of people before have thought it would be useful to have a clone who could do their work for them, and we've seen things like this before in shows like Naruto, with a similar but less-violent version of what happened here. Twice's flawed thinking and actions led to his clones becoming incredibly violent rather quickly, and caused both his injury and horrible mental instability. This scene is essentially more dramatic irony for us, meaning we have information that the main characters don't, especially because of Twice's meltdown. Viewers have essentially seen Twice's greatest weaknesses while the heroes know little about him: he can't stand to be uncovered when having mental issues, and losing his mask while having an episode could potentially incapacitate him. We see the extreme brutality of even the lower-ranked villains in this episode, as both Dabi and Overhaul take gory extremes to kill fellow villains simply for disliking them. On the heroic side of things, I bet fans everywhere sighed in relief when Midoriya, despite noting his arm being okay, decided to stick with his legs. At this point, seeing him fully incorporate his arms back into his style would cause facepalms everywhere, as it would feel like Midoriya has still not learned his lesson. He clearly has, though, and with apparently a new kind of internships coming up and some long-awaited fan-favorites like Overhaul finally here, the heroes are about to face a complicated situation.
