The students are on to the second part of the exam, with victims in need of rescue grading their performances. Having passed the first exam, the students watch as the battle area is demolished for the second round, with the proctors saying it's a terrorist attack. A group known as the "Help Us Company," or "H.U.C.," arrives. The students learn the H.U.C. is a group of people whose job it is to test the ability of heroes to successfully rescue people from crisis situations. The students wait inside, given time to go to the bathroom or eat, as the H.U.C. members disperse throughout the area to act as injured civilians. With Midoriya realizing the scenario is inspired by the Kamino Incident, Iida notes that there were casualties as they and the others went after Bakugou. Kaminari and Mineta are surprised and angered to learn from Sero that Midoriya saw Camie naked during the first round, bombarding him with questions. The two become rougher when Camie notices and waves at Midoriya, but suddenly members of Shiketsu approach. Mora asks Bakugou and Kirishima if they encountered Seiji on the battlefield, and Bakugou mentions that they kicked his butt. To everyone's surprise, Mora apologizes, saying Seiji often tries to push his beliefs on others, and that he himself wants U.A. and Shiketsu to have a good relationship. Hearing this, Bakugou, wondering about Yoarashi's glare, asks the latter what his deal is. Yoarashi explains that he hates Todoroi and Endeavor, whose eyes he says Todoroki's look like. Kaminari and Mineta attack again as Camie says goodbye, and while Momo tells them to stop, Uraraka watches silently. Thinking back to Aoyama and Mina's questions about her interests in Midoriya, she wonders about what she is feeling. Before she can talk to Midoriya, the test begins, the students are told to head out and help survivors after a terrorist attack, as first responders have been delayed. Outside, Midoriya finds a boy injured and crying for his grandpa, only to fly into a rage declaring a point deduction when Midoriya notes the bad situation. He explains that Midoriya didn't examine him at all, despite the blood, as a hero should be able to deduce numerous emergency aspects within seconds, and that such a negative reaction to the situation wouldn't calm a victim. Midoriya then realizes the H.U.C. is acting as the grading system, as the older students stand out by clearing debris and setting up an evacuation area. The boy continues that the students must be able to make sure the situation is ready for first responders to take over, and Midoriya thinks back to All Might's declaration of "Everything is fine. Why? Because I am here!" Realizing this constant happiness is meant to comfort those who need help, Midoriya gives himself a tap and puts on a smile and tells the boy everything is fine, carrying him into the distance. As everyone formulates a plan for how to handle the situations, Uraraka watches Midoriya, deciding that she'll bury her feelings for him to focus and improve.
As the test continues, the proctor tells Gang Orca, who is preparing for his own part, that everything is going well so far. Yoarashi introduces himself to some survivors and uses his quirk to lift them into the air. Though impressed with Yoarashi's ability to control multiple gusts of wind, safely handling both the victims and debris, one still deducts points for sloppiness. Yoarashi is surprised, but Mora explains that, in such a situation, you should always check for injuries before moving anyone, as they could be hurt further. While Yoarashi brings the people back down and apologizes, Sheiji, watching from the bleachers, says his classmate is strong but lacks patience. A man beside Sheiji tells him he should think more about himself, since he failed the first part, and says, to his annoyance, that Stain's words affected him. Sheiji says this isn't so, but the man points out that Stain's words have affected all of hero society, which is why the pros are trying to improve the occupation. Though the other students are doing better because of experience, 1-A begins to improve as the proctors add a new challenge to the mix. The previous episode pitted the students against each other in earning their licenses, but this one has them in a situation where they must work together. Everyone has issues with each other, especially apparently Yoarashi with Todoroki, but none of that can matter right now, as the "victims" need their help. Because of this, the students, who were working as individual schools, begin coordinated efforts to rescue people as well as get them to safe areas and check for any injuries. Class 1-A especially gets a lesson in this, as they have no experiences in rescuing people, even if they've got battle experience. The immediate urge to jump right in and help comes with more than any were expecting, shown when Midoriya didn't think to put on a happy face or be positive, or when Uraraka almost makes a poor decision later. With everyone working together and thinking before they act, however, the groups are able to halp multiple people. Midoriya's lesson in this episode gave him a realization he'd apparently given little thought to before, as he didn't see to have realized that All Might is always positive to make sure victims feel safe with him around. In approaching his situation with a downbeat attitude, a person is less inclined to find him inspirational, and in a real situation could end up stressed and afraid. While this lesson was specifically for him, it seems Uraraka has taken a bit from it as well, as seeing him immediately change his attitude and help the "child" caused her to feel inspired as well, and make a decision about her feelings for him. It will be interesting to see where Yoarashi and Todoroki go from here, as the former assuredly hates specifically the latter, having only reacted negatively to them and clearly having a powerful sense of loathing for Endeavor. Despite this, Todoroki may have a possibility of changing the powerhouse student's opinion in the future, considering how he has already changed since meeting Midoriya. In the past he was much more affected by Endeavor's abuse, seeming to care little about those around him and sticking to his decision to never use his flame powers, since they came from his father. Due to Midoriya's intervention, however, he came to realize he could make his power his own, and again found a spark that ignited his heroic desires. In a way, he might end up having to decide for sure in his own mind that he can be different from Endeavor and is, like Midoriya has been trying to teach him, while simultaneously provign it to Yoarashi. As it is, the latter has claimed that Todoroki's eyes are still the same as Endeavor, which this test could help with, as developing kinder eyes would be necessary when trying to save victims of an attack. We'll just have to see where he goes from here, and the next episode will bring us more rescue as well as the added challenge, which even Aizawa things is tough.
