The exam results get Bakugou heated enough to ask Midoriya a question, and All Might faces All For One and a dangerous future. With the license exam finally over, the students anxiously check the passing board to find their names. As Mera explains the test followed a demerit system, Midoriya is ecstatic to see his name listed, as are other members of 1-A. To everyone's surprise, neither Todoroki nor Bakugou passed, the latter threatening Kirishima when he brings up his foul mouth. Yoarashi is disheartened to see he also didn't pass, and rushes over to Todoroki, surprising him with another head-slamming apology. While he tries to take the full blame, Todoroki, thinking how he needs to deal with what he came from, says he learned a lot from their encounter. Mineta taunts Todoroki, claiming the heirarchy has been disturbed, but Iida pulls him away and the commission officers hand out score sheets. Mera takes to the mic again, saying that these licenses allow the passing students to act as heroes when necessary, but cautions them to remember they are responsible for the situation and whatever happens at that point. He also reveals a secret about the exam: those who didn't pass will go through a 3-month class ending with a test, and passing will earn them their licenses. They can also simply choose to retake the entire exam, but he explains that only the first part was meant to weed out the weaker heroes. The second half was intended to identify the weaknesses of the strong students so they could work to better themselves, as society needs as many great heroes as it can get in the wake of All Might's retirement. As everyone leaves, Midoriya cries happily while looking at his license, explaining to Uraraka that it shows how far he's come. Too excited to wait, he takes pictures with his phone to let his mom and All Might know he succeeded. Ms. Joke suggests that her class and 1-A should train sometime, which Aizawa agrees with, and Yoarashi rushes past Todoroki, saying he'll see him in the remedial course but that he also still dislikes the fire and ice hero. Midoriya, noticing Mora, asks how they train to disappear completely, but the latter says they have no such training at Shiketsu. He realizes Midoriya is asking about Camie and says she left early, feeling sick, and notes that she's been acting strangely the past few days. In an alley somewhere, we see Camie walking along only to have her disguise collapse, revealing herself to truly be Toga. Mr. Compress calls, berating her for not checking in, and she excitedly states she was having fun and has a prize Tomura will love: a drop of Midoriya's blood. We cut to All Might, who has gone to Tartarus to speak with All For One, who explains the maximum security situation makes it so he can't so much as twitch or think about using a quirk without every positioned gun aiming at him. He wonders why All Might is wearing one of his costumes when he clearly can't work anymore, and the former symbol of peace asks where Tomura is. All For One replies that All Might wouldn't be satisfied with his answer, but claims he is essentially All Might's exact opposite: wanting to be a villainous ruler while his foe wanted to be a grand hero. When All Might questions why the villain would extend his life for so long, only to suddenly choose a successor, All For One points out that, as with any goal, he had realized his time was almost up and he needed someone to continue for him. Tomura was the perfect successor to allow him to take down All Might as revenge for the hero taking everything he had. All For One asks how society is now that All Might has retired, and the guards warn that All Might can't share anything with the villain and he only has three minutes left. Despite his foe saying nothing, All For One concludes society must be reeling and states that criminals All Might kept at bay are bound to come out of hiding. An angered All Might stands, but gets his emotions under control and says he'll keep this dream from becoming reality by refusing to let Tomura kill him. He leaves while All For One cackles, at his statement that the villain will be locked up forever, and gets Midoriya's text about the license. With the exam results now out, the episode ends with Bakugou calling Midoriya outside for a little chat.
It was probably obvious to fans that Midoriya would pass, though his issue with the initial survivors and sometimes being inactive lost him points. Somewhat surprising was that everyone else besides Todoroki, Bakugou, and Yoarashi passed, especially Mineta. The losing trio were a bit more obvious though, since Bakugou was so rude with civilians and Bakugou and Yoarashi had their silly spat. Midoriya had wondered why students who fell below the 50-point mark were allowed to stay in if they couldn't earn points back, and Mera's explanation they can still get their licenses quickly answered. Mera was introduced in a way that, even if he was tired, made him appear apathetic and lazy, but obviously from his speech he truly cares about making sure the best of the best pass. It was good to see Todoroki and Yoarashi apologize, but also good to see Yoarashi admit he still dislikes the former. Having them suddenly be buddies after realizing their mistakes wouldn't make sense, and provides them the opportunity to grow and figure themselves out. Bakugou's failure is definitely part of him calling out Midoriya, as readers will know, but I won't yet explain why because it is a key moment to come. Suffice to say it's not as simply as merely not passing while Midoriya, whom he hates, got his license, and we see some intelligence on his part. In the talk between All Might and All For One, it's easy to feel the emotions both men are feeling, mainly All Might's rage. While ultimately calming himself and claiming Tomura won't kill him, All Might is clearly shaken after the conversation and knows there is something bad on the horizon. Just before denying All For One's statement, All Might even thought back to Gran Torino's words about Tomura, suggesting the veteran was correct and he's having trouble thinking of his teacher's grandson as a villain. On the other hand, All For One seems happier than ever despite being caught, likely because of his plan to have Tomura succeed him. Even if All Might put him in jail, All For One succeeded in damaging the hero society, because without All Might there is no one for the people to look up to or for villains to fear, which will lead to more crimes being committed. A battle manga fans have probably been waiting for is on the way, and the threat of new villains will become problematic as the episodes keep coming.
