The provisional licenses are under way as some realizations give the U.A. students anxiety about their chances. In the past, Hatsume is excited about Midoriya's change and excitedly talks about crafting something for him as Uraraka watches quietly. After Midoriya saves All Might from the falling slab of concrete, everyone gives praise except, of course, Bakugou. Kaminari and Kirishima compliment Midoriya's new style and costume, and he explains his new boots. He admits his shoot style probably isn't a super move, but All Might says he has vastly improved and should be ready for the exam. Aizawa tells All Might he should be careful in where he stands, and though the latter jokingly apologizes to Bakugou, who storms off, he laments now being the weak one. Midoriya notices the two have upgraded their own costumes as well, and they happily note that everyone has been steadily making improvements the past few days. Vlad King arrives, grumpily saying class 1B gets the gym in the afternoon, but Aizawa says there is still time left. Monoma begins taunting class 1A, saying with a 50% pass rate on the exam, it's possible his whole class succeeds while class 1A fails, only to learn the two groups will take the exam months apart. Aizawa explains the teachers don't want students from different classes at the same school taking the exam together, and also says most taking it will have more than a year of experience, unlike class 1A. That night, the girls talk about their improvements, with Momo saying her body can't yet handle a new move, while Tsu says she's more froglike than ever before. They notice Uraraka is distracted, and when she says her heart's been going crazy lately, Mina excitedly declares it must be love and demands to know if Uraraka likes Iida or Midoriya. As Uraraka embarrassedly floats around, Tsu and Momo get the other girls to stop their interrogation. Uraraka looks out the window, admiringly watching Midoriya train, though she still says they've got it wrong. The students head to the exam site the next day, and after Aizawa reassures a nervous Mineta, he explains they'll be semi-pros if they get their licenses. Kirishima gets everyone saying plus ultra, but they are surprised when another student, Inasa Yoarashi joins in. His classmate, Seiji Shishikura, says he's interrupting, so Yoarashi apologizes, slamming his head on the ground as he bows. Todoroki realizes the students are from Shiketsu High, the best school in western Japan, and Yoarashi says he just wanted to get to chant plus ultra once in his life. When Todoroki explains that Yoarashi got the highest scores on the entrance exams of those recommended, only to turn down U.A. for an unknown reason, Midoriya realizes this means Yoarashi could be stronger than Todoroki, who scored second. To his displeasure, Aizawa then receives a greeting from Emi Fukukado, who repeatedly laughs and tries to flirt with him. Midoriya tells the others she's the Smile Hero: Ms. Joke, who is able to win in fights by forcing her opponents to laugh. She introduces her class from Tetsubetsu High, with two, Tatami Nakagame and Yo Shindo excitedly introducing themselves to everyone. Shindo tries to meet everyone personally, only for Bakugou to give him the cold shoulder, saying his words don't match the look in his eyes. The others berate Bakugou for this, but based on Shindo's zoomed-in-on expression, we can guess that he was right in pushing Shindo away. Tatami asks for Todoroki's autograph, and after Aizawa tells the students to get ready, Emi realizes he failed to tell them something important about the exam.
Students from everywhere meet in a large, albeit crowded room, as Yokumira Mera of the Hero Public Safety Commission says how exhausted he is due to the group being understaffed. He explains the exam is different every year, and this time will be a free-for-all. Based around speed, only 100 of the 1540 students will pass. Students wear three disks and be equipped with six balls, trying to hit the disks on opponents bodies. Only hitting a person's third disk will award the thrower a point, and students must eliminate two others to pass. The room unfolds, revealing a massive environment with different terrains and explaining the Safety Commission's exhaustion. Emi finds Aizawa and continues to flirt and joke, also noting he has usually expelled students by this point but has twenty in his class. She also brings up the information he failed to share with them, which we see Midoriya realized. Figuring out both this fact and that students will want to work with people they know, he suggests they all stick together. Though Bakugou and Midoriya head out on their own, he and Emi bring us to a close explaining the hidden information as the class tries to deal with it and Aizawa explains his decision not to tell them. Finally introducing other schools to the show puts things into a broader perspective and adds more than it seems. While from the beginning we know there are other schools out there, and Midoriya brought this up when his mom didn't want him to go back to U.A., the only hero students anywhere we'd really seen were classes 1A, 1B, and the support students. Now, we know there is another school that is the West's equivalent to U.A., and they have a student there who is potentially more powerful than Todoroki. What's more, a teacher from elsewhere knows Aizawa well, and they obviously have a history that lends itself to some great comedy. This lends itself to some character development, albeit small, with Aizawa. Though it's not much, we now know these two have a relationship in that Emi wants to date Aizawa, perhaps because he is her polar opposite, but the same reason makes him refuse her advances, and their situation makes me wonder about their past. We've yet to see all the improvements the students have made in a few days, though a few have obvious costume changes and some others, like Bakugou, have made quick advancements in having super attacks. With more characters and all the progress the ones we already know and love have made, the continuing provisional license exam is going to bring some quick action.
