When Jimmy's machine turns Carl and Sheen into real monsters, he's in for an interesting night trying to get them back. While Goddard makes a jack-o-lantern, the boys are in Jimmy's clubhouse discussing what they'll be for Halloween. Jimmy and Sheen roll their eyes when Carl says he'll be Llama boy again, but he says it'll be scary because he'll have a cape. Sheen explains that he wore out his Ultra Lord costume watching a marathon one day, and so won't be wearing it this year. Jimmy asks if they feel a little old to be still be participating in Halloween, but the others say no and they head inside, where Hugh tries to get them to watch his favorite horror movie: Octopus Man. Carl asks what Jimmy's dressing up as, and the boy genius shocks them by revealing he's not trick-or-treating this year. He offers to give them great monster costumes in return for half the candy they collect, however, and they go to the lab. There, Jimmy unveils his Neutronic Monster Maker, which molecularly alters the user to look like any of 102 monsters Jimmy has downloaded. Sheen immediately choose to be a Werewolf, explaining that he has always wanted to be covered in hair. Carl, meanwhile, turns down multiple monsters until seeing a vampire with a cape, and the boys leave in Jimmy's hovercar. Hugh goes out for Jimmy's help finding his suede duck feet, stumbling upon the monster wheel and giving it a spin. Upstairs, he approaches Judy, who is preparing for the night, and grunts and groans, now Frankenstein's monster. She thinks he's just playing and goes to get her own costume, leaving him terrified when she hands him a lighter. They go to the principal's house, where the man gives them a few sweets before going on a tangent by himself about his own costumes over the years. Carl accidentally cuts his finger looking at a treat, and suddenly acts strange after sucking the blood, saying it tastes good. Deciding he wants more, he shocks Jimmy and Sheen by turning into a bat and flying off, causing Jimmy to realize he's turned them into real monsters. Sheen then turns into a real werewolf after seeing the moon, so Jimmy is forced to get in the hovercar and drive off with Goddard. Jimmy goes to the park, where Goddard gives him a rundown on vampires. As he prepares to show info on werewolves, Miss Fowl randomly arrives, dressed as a gypsy, and tells Jimmy the rules of the werewolf. She knows things because she apparently used to be married to a werewolf, and leaves reminding Jimmy to floss. Carl finds Cindy and changes back, trying to seduce her, but she is simply confused by his actions. He manages to hypnotize her and learns her blood type, then goes in for a bite after deciding that it sounds delicious. Jimmy has Goddard start searching for vampire and werewolf noises just as Sheen comes across Libby, whom Cindy was looking for. She compliments his "costume" and is confused like Cindy was, due to his questions about meat, saying she's a vegetarian. Sheen mixes that up with Carl saying she is a Republican, and then points out that she is meat, attacking her. Goddard gets a signal, so Jimmy drives off, while Hugh, wandering through the streets, finds himself at the Candy Bar. Sam doesn't understand what is going on with him, as he is busy playing his violin, and Hugh gets a treat when Judy shows up, dressed as the Bride of Frankenstein, so he picks her up and leaves. Jimmy finds Carl with Cindy, now transformed into a vampire herself, so he distracts the two and runs by pointing out a fake blood drive. The two chase him until he stops in front of "Lucky Tony's House of Garlic," which scares them off. He then goes into an alley, only for Sheen and Libby to corner him. They chase him as well, only for a silver jewelry store to scare them away. With people turning into monsters all around him, it's up to Jimmy to get everyone back to the lab and stop them from wreaking havoc. Jimmy Neutron's world, while full of science, rather than magic, is able to easily go into the horror world of Halloween using its own methods.
Worlds like Fairly Oddparents have it easier, because Timmy can just wish for things to be real, but here there has to be a bit more in terms of making things scary. This brings us Jimmy's machine, which is able to molecularly alter people, allowing for fantastical creatures to become real through fake science. The show has fun jokes, often centered around how different the intelligent Jimmy is from his goofy friends and of course the situations they get into. We see this from Sheen and Jimmy picking on Carl for wanting to be Llama boy, but with a cape this year, as well as Sheen's immediate monster pick despite Jimmy pointing out there's over 100 to choose from. There's also some fun references for older people, like when Jimmy initially suggests Frankenstein for Carl, and Sheen butts in that it's pronounced "Fronkensteen." This is a reference to Mel Brooks's classic spoof Young Frankenstein, starring Gene Wilder as the mad doctor's grandson, who calls himself "Fronkensteen" to distance himself from his grandfather's work, only to make a monster of his own. We get another reference when we find Cindy, who is dressed as "Muffy the vampire annihilator," which some of course probably got as kids while others didn't. Hugh's wackiness also gets him mixed up into things, since he becomes Frankenstein's monster, in a way a fitting character for his goofy nature. With mad science, monsters, and trick-or-treating, this episode is a fun one for the Halloween season.
